Modern legal practices in the sphere of resource management in the Lake Ladoga region include: (1) sane nature use planning based on eco-economic zoning; (2) preservation of the key natural component by means of establishing water protection belts and (3) co-ordination of activities of all federation subjects in the Ladoga drainage area by means of an Agreement between executive authorities about shared sustainable use, reproduction, protection and restoration of water objects, as well as co-ordination of water utilisation and management in the Neva river drainage area.
While the first two components are implemented chiefly in the Leningrad region and Republic of Karelia, the Agreement includes all federation subjects that have part of the lake drainage area in their territory, and is therefore the most promising tool for achieving balanced development of the region in general and for preservation of its natural values.
